The facility diagram must identify the location of and mark as “exempt” underground <br />tanks that are otherwise exempted from the requirements of this part under § 112.1(d)(4). The facility diagram must <br />also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise <br />exempted from the requirements of this part under § 112.1(d)(11). <br />CORRECTIVE ACTION: Ensure that the SPCC plan includes a complete facility diagram. Provide proof of correction to <br />the EHD. <br />This is (Minor) Violation. <br />Code of Fed Regulations 112.7(a)(3)(ii) 4010030 - SPCC adequately addresses discharge prevention measures for <br />routine handling, loading/unloading. <br />OBSERVATION: The SPCC Plan failed to address discharge prevention measures, including procedures for routine <br />handling of products such as loading/unloading and facility transfers within the SPCC plan. <br />-The SPCC Plan states that the loading area does not have adequate general containment for a release during transfer <br />operations and includes a recommendation from Apex to design appropriate storm drain covers to be utilized during <br />transfer operations. The Plan does not specify adoption of the recommendation and does not provide an alternative <br />discharge prevention measure. <br />REGULATION GUIDANCE: The SPCC plan shall include: (ii) Discharge prevention measures including procedures for <br />routine handling of products (loading, unloading, and facility transfers, etc.); <br />CORRECTIVE ACTION: Ensure that the SPCC Plan adequately discusses discharge prevention measures, including <br />procedures for routine handling of products such as loading/unloading and facility transfers. Submit proof of correction <br />to the EHD. <br />This is (Class 2) Violation. <br /> 17 <br />Code of Fed Regulations 112.7(a)(3vi), 112.7(a4) 4010017 - SPCC contains procedures for reporting a discharge. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan does not adequately discuss <br />procedures for reporting a discharge. The emergency contact list and phone numbers are inaccurate/outdated: <br />-Director of Cardlock, Nicholas Richards is not listed in the SPCC Plan but stated at the time of inspection that he <br />became the contact individual for emergency situations, effective in 2021. <br />-California EMA listed under Notification Procedures is outdated and are now called California Office of Emergency <br />Services (Cal OES). <br />-Incorrect phone numbers are listed for the Regional Water Quality Control Board and the California Department of <br />Fish & Game. <br />-The Clean-Up contractor listed under the Notification Procedures is outdated. <br />REGULATION GUIDANCE: The SPCC plan shall include: (vi) Contact list and phone numbers for the facility response <br />coordinator, National Response Center, cleanup contractors with whom you have an agreement for response, and all <br /> 20 <br />FA0014269 PR0530044 SC001 06/14/2024 <br />EHD Rev. 12/06/2021 CP22 - AST Non-Qualified OIRPage 7 of 13 <br />1868 E.
