No training records were observed during the inspection. <br /> REGULATION GUIDANCE: (f)(3)Schedule and conduct discharge prevention briefings for your oil-handling personnel <br /> at least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight <br /> and describe known discharges as described in § 112.1(b)or failures, malfunctioning components, and any recently <br /> developed precautionary measures. <br /> CORRECTIVE ACTION: Discharge prevention briefings for oil handling personnel must be scheduled and conducted at <br /> least once a year to assure adequate understanding of the SPCC Plan for that facility. Conduct all required spill <br /> prevention briefings. Provide compliance verification to the EHD. <br /> This is (Minor)Violation. <br /> 33 Code of Fed Regulations 112.7(g)4010024-SPCC addresses security measures-lighting, access to handling/storage, <br /> valves/pumps/transfer equip. <br /> OBSERVATION:The Spill Prevention, Control, and Countermeasure(SPCC)Plan did not include a discussion of <br /> required security measures.The Plan is missing lighting to prevent vandalism. <br /> REGULATION GUIDANCE: (g) Describe in your Plan how you secure and control access to the oil handling, <br /> processing and storage areas; secure master flow and drain valves; prevent unauthorized access to starter controls on <br /> oil pumps; secure out-of-service and loading/unloading connections of oil pipelines; and address the appropriateness <br /> of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. <br /> CORRECTIVE ACTION: Ensure that the SPCC plan adequately addresses the following security measures: lighting. <br /> Provide proof of correction to the EHD. <br /> This is (Class 2)Violation. <br /> 52 Code of Fed Regulations 112.8(c)(3)(iv)4010026- Records maintained of drainage from diked areas. <br /> OBSERVATION:Adequate records of drainage of uncontaminated rainwater from diked areas(or NPDES permit <br /> records)of drainage were not found on site. No records were observed during the time of inspection. Per Ron, General <br /> Manager, he was not aware. <br /> REGULATION GUIDANCE: (c)(3)(iv)Keep adequate records of such events,for example, any records required under <br /> permits issued in accordance with §§ 122.410)(2)and 122.41(m)(3)of this chapter. <br /> CORRECTIVE ACTION: Immediately begin maintaining adequate records(or NPDES permit records)of drainage from <br /> diked areas.
