The following is an itemized list of CP22 - AST Non-Qualified violations that have not <br /> been addressed for ReConserve of California - Stockton, Inc as of July 09, 2024. <br /> Open violations from May 21, 2024 inspection <br /> Violation#19-4010043-SPCC Plan addresses disposal methods for recovered materials. <br /> OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC)Plan failed to address disposal methods <br /> for recovered materials. Hazardous material/hazardous waste determinations are not addressed to determine disposal <br /> methods. <br /> REGULATION GUIDANCE:The SPCC plan shall include: (v)Methods of disposal of recovered materials in accordance <br /> with applicable legal requirements; <br /> CORRECTIVE ACTION:The SPCC Plan shall address all disposal methods for recovered materials. Ensure that the <br /> SPCC plan is amended to address disposal for recovered materials in accordance with applicable legal requirements, <br /> submit proof of correction to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#30-4020001 -Training provided for op/maint of equip,discharge procedures, laws/regs, general <br /> fac ops,and SPCC. <br /> OBSERVATION: The oil handling personnel were not adequately trained, as required. The oil-handling personnel <br /> regarding the following: 1. The operation and maintenance of equipment to prevent discharges. 2. Discharge procedure <br /> protocols. 3. General facility operations. 6.The contents of the SPCC Plan. <br /> REGULATION GUIDANCE: (f)(1)At a minimum,train your oil-handling personnel in the operation and maintenance of <br /> equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations; general facility operations; and,the contents of the facility SPCC Plan. <br /> CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of the <br /> training log and training content to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 2 of 5 <br />
