2 Jason Palarca 08/03/2024 <br />Recommendation #3 EP #00032 - San Joaquin County CUPA Inspection <br />CalARP- <br />OBSERVATION: The owner/operator failed to ensure that each contract employee is trained on the <br />maintenance procedures. Daily inspection records after May 2024 were not available <br />2. Semi-annual ammonia detection calibration records were not available <br />3. Annual safeties were not performed in 2023 (records indicated they were due on 12/29/23 and <br />11/22/23 but performed on 5/20/24). <br />REGULATION GUIDANCE: The owner or operator shall perform or cause to be performed inspections <br />and tests on process equipment. Inspection and testing procedures shall follow recognized and <br />generally accepted good engineering practices(RAGAGEP). Additionally, a 55-gallon blue plastic drum of Magrabar Silicone 10-SN was <br />seen in the ingredients area. Neither one of these hazardous materials were reported in CERS. <br />REGULATION GUIDANCE: Within 30 days of one the following events, business shall electronically <br />update the information submitted to the California Environmental Reporting System (CERS):
