a) A 100 percent or more increase in the quantity of a previously disclosed material. <br />b) Any handling of a previously undisclosed hazardous materials <br />c) A change of business or facility address <br />d) Change business ownership <br />e) Change of business name <br />f)(1) A substantial change in the handler's operations occurs that requires modification to any portion of <br />the business plan. (2) For the purpose of this subdivision, "substantial change" means any change in a <br />facility that would inhibit immediate response during an emergency by either site personnel or <br />emergency response personnel, or that could inhibit the handler's ability to comply with Section 25507, <br />change the operational knowledge of the facility, or impede implementation of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />Resolution The noted chemicals have been added and submitted through the CERS portal. <br />3 Jason Palarca 08/03/2024 12/12/2024 <br />Recommendation #6 EP #00032 - San Joaquin County CUPA Inspection <br />HMBP- <br />OBSERVATION: Training records for the handling of hazardous materials/spill response were not <br />available at the time of inspection. <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate <br />personnel receive initial and annual refresher training. All employees shall be trained in safety <br />procedures in the event of a release or threatened release of a hazardous material, including, but not <br />limited to, familiarity with the following plans and procedures: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br />unified program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or <br />damage to persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. This training <br />shall be documented electronically or by hard copy and shall be made available for a minimum of three <br />years. <br />CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a <br />copy of the training records to the EHD. <br />Resolution Chemical Safety Training is provided annually by the contractor B&L Neeley who provides the chemicals. <br />The records were not available on the day of the inspection, but have been obtained since then. These records will be requested from B&L Neeley. <br />3 Jason Palarca 08/03/2024 10/04/2024 <br />Recommendation #7 EP #00032 - San Joaquin County CUPA Inspection <br />Hazard Waste- <br />OBSERVATION: This business does not have a hazardous waste ID number in the California <br />Department of Toxic Substances Control (DTSC) database which is valid. The ID number being used is <br />CAL000437485, which expired 6/30/2020. <br />REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or <br />offer for transportation, hazardous waste without having received an Environmental Protection Agency <br />(EPA) Identification (ID) Number. A State EPA ID number is required for generators of less than 100 kg <br />RCRA hazardous waste per month, less than one kg of acutely hazardous waste per month or any <br />amount of non- RCRA hazardous waste. ID numbers are unique to a business and site location. <br />CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa- <br />id-number/ to obtain an ID number. Immediately apply for your ID number and submit evidence to the <br />San Joaquin County Environmental Health Department within 30 days.
