Page 4 of 43 Date Printed: 11/7/24 7:42 AM <br /> <br />Tank Suitability for Service Statement <br /> <br />This facility is regulated by all federal, state, and local regulations. <br />The Code of Federal Regulations, 40 CFR 112, requires that the <br />facility maintain a Spill Prevention, Control, and Countermeasures <br />(SPCC) plan that adheres to the industry standard requirements for <br />regular inspections. The Steel Tank Institute (STI) SP001 Standard <br />requires that the aboveground storage tanks (ASTs) be formally <br />inspected based on the category of the AST. <br /> <br />Next Inspection Schedules <br /> <br />STI SP001 recommends the interval to the next inspection be determined based on known tank category <br />and volume. This 7,000-gallon tank is currently equipped with a spill control system in the form of a concrete <br />wall secondary containment. The tank has a continuous release detection method (CRDM) inherent in its <br />design. Based on the current configuration, this tank is classified as a Category 1 tank. Per inspection <br />interval definitions outlined in STI SP001, PEI recommends the following inspection schedule: <br /> <br />• Perform periodic monthly and annual AST inspections conducted by the owner/operator inspector. <br />• An External, In-Service inspection should be scheduled no more than 20 years from the current <br />inspection date or sooner if a change in tank condition occurs. However, more stringent governing <br />regulatory intervals of inspection may supersede this interval. <br />• No Internal Out-of-Service Inspection or Leak Test required. <br /> <br />The inspector has identified major tank issues in venting and containment integrity which require <br />operator immediate action. The tank can still operate but must address the findings immediately to <br />prevent unsafe events. <br /> <br />Note: Verify as-built drawing if the tank has a frangible roof joint design feature, if so, installation <br />of emergency vent is not necessary. <br /> <br />The following findings are categorized into two main parts: <br />Category A - mandatory repair recommendations. <br />Category B - non-mandatory repair recommendations. <br /> <br />Category A - Mandatory Repair Recommendations <br /> <br />1. Install 1x 8-in or greater diameter emergency vent in the earliest allowable period. See note above. <br /> <br />2. Repair the areas of containment damage and ensure impermeability of the containment during periodic <br />inspection. <br /> <br />Category B - Non-Mandatory/Monitor Items <br /> <br />3. Consider cleaning dirt, and debris on concrete containment floor foundation. <br /> <br />4. Consider applying touch-up coating repairs on isolated areas of coating failures along the tank. <br /> <br />5. Consider applying paint/coating protection on tank piping system.
