<br />LL Hazardous Waste Ex Program <br />February 2020 3 San Joaquin County <br /> PWD-Solid Waste <br /> <br />Typically, the load checker will observe prohibited waste being dumped from a vehicle <br />and will instruct the customer that such waste may not be accepted at this facility. The <br />customer is then asked to remove the materials from the site and dispose of them at a <br />site licensed to accept such materials. The customer is given a brochure which <br />describes prohibited materials and gives sources of information for disposal methods of <br />the more common prohibited material, and is given directions to the nearest facility that <br />can accept the material. If the prohibited material can be accepted at another County <br />facility such as the North County Recycling Center or the Household Hazardous Waste <br />Consolidation Facility, the customer will be informed of these options. Otherwise the <br />customer is advised to contact the San Joaquin County Environment Health Department <br />at (209) 468-3420 for further information on how to dispose of the materials. The <br />incident is recorded in the vehicle log kept by the load checker. <br /> <br />If the hazardous materials are not containerized such that the customer may transport <br />them from the site, or if the customer refuses to remove the material, then the customer <br />is informed that the County will contract with a licensed hazardous waste hauler to <br />remove and dispose of the materials, and that the customer will be billed for the costs <br />incurred. The customer may elect to remove the unacceptable materials at that time. <br />The incident is logged in the vehicle log and site incident log and the site foreman <br />follows the procedures listed in “Procedures for Handling Identified Hazardous Waste”. <br /> <br />B. Load Checker finds prohibited materials attributed to a customer after the customer has <br />left the site: <br /> <br />This situation may arise when a load is checked after a vehicle, whose license plate <br />number has been logged, has left the site and the load is known to have been dropped <br />by that vehicle. The facility staff member who discovers the material first notifies the <br />area foreman. <br /> <br />If the waste is containerized for transport, it is moved to a hazardous waste storage <br />locker or other safe location by landfill employees using a tractor loader. The container <br />is marked with the date and time of discovery, load checker or person who discovered
