<br />LL Hazardous Waste Ex Program <br />February 2020 2 San Joaquin County <br /> PWD-Solid Waste <br /> Asbestos wastes <br /> Tank cleaning sludge or sediments <br /> Contaminated soil or sand <br /> Treated Wood Waste <br /> <br />Other materials, including Universal (electronic waste), latex paint, oil, batteries, and anti-freeze <br />are accepted at the facility, but handled separately from solid municipal waste. See the <br />Transfer and Processing Facility Report for the Lovelace Transfer Station for that information. <br /> <br />B. Procedures <br /> <br />The key element in the load checking program involves assigning facility staff to act as a load <br />checkers or “spotters” responsible for visually monitoring both the commercial and the <br />residential unloading area. Each spotter will have the ability to contact drivers of the scrapers <br />and the compactor to address apparent prohibited waste if it is noticed. Spotters will also carry <br />a copy of the Vehicle Log (Exhibit 1) to record the vehicle number of each vehicle and the <br />hauler name, assuming the customer is a commercial hauler. <br /> <br />In the commercial haul area, a “spotter” stands next to the vehicles being unloaded and <br />examines the contents of vehicles as the waste drops to the tipping floor. A minimum of two <br />spotters will be located on the tipping floor during commercial unloading. <br /> <br />In the residential (“self haul”) area, a spotter also visually examines waste as it is unloaded. <br />Normally, more than one load checkers will be assigned to checking residential loads on the <br />self-haul side of the tipping floor. The spotters will be standing on the floor of the vehicle <br />unloading area. <br /> <br />The load checking program addresses several situations in which prohibited waste is <br />discovered after dumping at the facility, for which the County is responsible for disposal (Exhibit <br />2). <br /> <br />The actions taken upon the discovery of prohibited waste are as follows: <br /> <br />A.
