<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 8 County of San Joaquin <br />September 16, 2024 <br />The city will install and maintain a clearly visible sign at the processing site with a phone number <br />to call for any odor complaints. The City will maintain a written record of public complaints and <br />staff observations of conditions that would be found objectionable to the general public. Any <br />repetitive or chronic generation of objectionable odors, vectors, as well as adverse health and/or <br />environmental conditions will be addressed and corrected by the city, or the generator under the <br />direction of the city. <br /> <br />Any public complaints regarding vectors or odors generated by on site operations or the collection <br />process shall be forwarded within 48 hours to the San Joaquin County Environmental Health <br />Department. After 6-months of operation (and annually thereafter) of the commercial source <br />separated food waste collection program, the city will submit a report to the San Joaquin County <br />Environmental Health Department summarizing all documented public complaints and staff <br />observations, as well as any required corrective action. These requirements apply to food <br />collection routes and the transfer station. <br /> <br />1.10.4 Operator Notification <br />The San Joaquin County Department of Public Works, Solid Waste Management Division is <br />directly responsible for management and operation of the Facility. The Department of Public <br />Works has been responsible for the management and operation of the Station since 1977. <br /> <br />1.10.5 Employee Training Records <br />Employee training generally consists of on-the-job training under the supervision of a staff person <br />experienced in the aspect of the skill being taught. Potential hazards and safety procedures are <br />stressed and meetings to discuss safety and procedural issues are scheduled regularly. <br /> <br />All employees receive training in recognizing and responding to hazardous waste spills and <br />disposal. In addition to the above, specialized training is provided to specific employees (forklift, <br />etc) and all employees attend bi-weekly safety meetings. <br /> <br />1.10.6 Inspection of Records <br />Weight and Volume Records are computerized and can be accessed at the Solid Waste <br />Administrative Offices. Random Load Check, Load Checker’s Log and Daily Logs are copied and
