<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 7 County of San Joaquin <br />September 16, 2024 <br />1.10.1 Weight and Volume Records <br />The weights of Commercial disposal vehicles and selected self haul disposal trucks and cubic <br />yard volumes for self haul users are recorded by source, material type and tonnage and entered <br />into a computer data base. The weight quantities for incoming waste is compared to weight of <br />outbound transfers to obtain a conversion factor for the cubic yards records (the balance.) <br />Records of each transaction facilitated by the truck scale computer include the origin of waste. <br /> <br />Records of monthly quantities of recyclable materials received, sold and inventoried are also <br />recorded. The data is used to compile County annual waste quantity reports. <br />Records are kept at the Office and Maintenance Building, and copies are retained in the Solid <br />Waste Administrative Offices. <br /> <br />1.10.2 Special Occurrences <br />Operating personnel report any special occurrences, which may include: fire, injury, property <br />damage, explosions, hazardous waste incidents, flooding, and other unusual occurrences. <br />Special occurrences are reported to the facility supervisors, who report the incident to the Solid <br />Waste Site Manager who reports as necessary to the Operations Manager. <br />Special occurrences are recorded in the Special Occurrences Log, including the date, time, and a <br />detailed explanation of the incident. The log is kept in the Solid Waste Site Manager’s office and <br />is made available to the LEA upon request. <br /> <br />1.10.3 Public Complaints <br />LTS staff maintain a record of any written public complaints including the nature of the complaint, <br />the date of the complaint, name, address, telephone number of the person’s making the <br />complaint and any action(s) taken in response. <br /> <br />Due to City of Manteca (city) source separation and disposal of commercial food waste there is a <br />possibility of odors and vectors being generated. The city will monitor disposal carts, bins, and <br />enclosures for generation of objectionable odors and vectors, as well as conditions that have a <br />likelihood of creation of adverse health and/or environmental circumstances. <br />
