Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 11 County of San Joaquin
September 16, 2024
2.3 MATERIALS RECEIVING
Vehicles enter the facility from Lovelace Road (Figure 6). Commercial refuse vehicles enter the
site via lane 3, the commercial lane. These trucks are weighed at the scale and directed to the
commercial (west) side of the MRF for unloading.

Vehicles containing pre-sorted recyclables also enter the site via lane 3. These are weighed and
directed to unload at the appropriate tipping area at the MRF.

The scale house has a record of the tare (empty) weight of many of the commercial customers’
vehicles. The tare weight on record is subtracted from the weight measured by the scale, and
the customer is billed based on the weight of refuse delivered. If the facility records do not
contain the tare weight for a vehicle, then the vehicles are directed to return to the scale house to
be reweighed after it is emptied.

Self-haul vehicles enter the site via lanes 1 and 2 (Figure 6). Scale house staff checks incoming
customers and the type of incoming wastes. Scale house staff verbally verifies with customers
that no prohibited wastes are discharged. Scale house staff then directs customers to the
designated drop off areas for each type of wastes. Directional signs are posted around the
facility to guide customers (Figure 6). Green wastes and yard wastes loads are directed to the
green waste processing area (Figure 2).

Food waste trucks will weigh at the scale house and then enter the MRF from the southern side
ramp for disposal (Figure 6).

2.4 UNLOADING
Unloading in the MRF at the commercial side is through mechanical unloading only. Unloading
at the self-haul side is for both mechanical and manual unloading. MRF staff are present at all
times in both the commercial and self-haul side of the MRF to direct incoming customers where
to unload materials and maintain traffic control. MRF staff ensure that unloading is done
according to facility safety guidelines and frequently check loads for prohibited and hazardous
wastes. If any hazardous wastes are discovered in the stalls, then the area will be cordoned off
