<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 13 County of San Joaquin <br />September 16, 2024 <br /> <br />2.5.2 Size Reduction <br />Some non-recyclable material is suitable for direct deposit into a transfer vehicle. Other bulky <br />non-recyclable material is reduced in size prior to depositing into a transfer truck. Size reduction <br />is accomplished by compacting the refuse by a wheeled compactor in a designated compaction <br />area (Figure 5). In that area, refuse is spread in layers approximately two feet thick, and the <br />compactor makes several passes. The refuse undergoes further visual inspection by the loader <br />operators, then again by the compactor operator. <br /> <br />Except for times of equipment maintenance, the compactor is parked on waste. The waste will be <br />compacted and removed for disposal daily. <br /> <br />2.6 Safety Measures in the Materials Recovery Facility <br />2.6.1 Lovelace Transfer Station Customers <br />Safety of site customers is paramount in operating the site. Parking and tipping areas are clearly <br />marked. Signs are provided to direct the flow of traffic. <br />MRF staff direct traffic within the MRF to reduce potentially dangerous situations. Users of the <br />MRF are required to keep pets and children within their vehicle at all times. <br /> <br />The separation in elevation between tipping floor and self-haul disposal area (4 feet) and <br />commercial disposal area (8 feet) isolate the waste handling from the site users. This minimizes <br />contact between users and wastes. <br /> <br />A MRF staff is present at all times in the self-haul area. <br /> <br />2.6.2 Transfer Station Staff <br />Safety of the Transfer Station staff is provided by adherence to San Joaquin County’s general <br />Injury and Illness Prevention Program (Appendix F), and to the following additional procedures <br />that respond to the conditions and activities within the MRF. <br /> <br />• Radio communication is maintained at all times between equipment operators and <br />personnel working on the tipping floor with hand-held radios.
