<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 1 County of San Joaquin <br />September 16, 2024 <br />1 FACILITY OVERVIEW <br /> <br />1.1 INTRODUCTION <br />The Lovelace Transfer Station (LTS) is a large volume (receiving greater than 1000 tons per day <br />capacity) materials recovery and transfer/processing facility, requiring a Solid Waste Facilities <br />Permit (SWFP) and a Transfer/Processing Report (TPR). <br /> <br />Municipal Solid Waste (MSW) is brought to the LTS from surrounding areas by a mix of licensed <br />haulers, commercial businesses, and residential self-haul customers. The City of Manteca has a <br />contract with the County to dispose MSW at LTS. MSW is processed, and transported to County <br />owned landfills, the North County Recycling Center and Sanitary Landfill, or the Foothill Sanitary <br />Landfill, both located within a 35 mile radius of the site. . <br /> <br />The operation of the LTS is currently permitted by SWFP number 39-AA-0008 issued by San <br />Joaquin County Public Health Services, Environmental Health Department issued April 1, 1994, <br />revised August 16, 2005 and Use Permit UP-93-2 (Appendix B). <br /> <br />1.2 PURPOSE <br />LTS’s TPR has been prepared to document compliance with state minimum standards per <br />Title 14 CCR, Sections 17406 and 18221.5 et seq. <br /> <br />This version of the TPR incorporates the February 2020 version and revisions that include the <br />processing of food waste inside the MRF by City of Manteca in accordance with City’s Food <br />Waste Processing Operational Procedures (FWPOP) (Appendix G). City of Manteca will be <br />responsible for all food waste processing operations. <br /> <br />1.3 OWNER AND OPERATOR <br />The LTS is owned by San Joaquin County and operated by San Joaquin County Department of <br />Public Works Solid Waste Division. The resume for key site personnel for LTS is included in <br />Appendix A. <br />
