<br />OBSERVATION: A copy of the contingency plan was not observed on-site during the inspection and has not been
<br />submitted to the Environmental Health Department.
<br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.53
<br />CORRECTIVE ACTION: Maintain a copy of the contingency plan on-site and submit to all required local agencies.
<br />Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health
<br />Department (EHD) within 30 days.

<br />CA Code of Regulations 66265.16 3020002 - Facility personnel are trained annually and maintain required
<br />documentation until closure.
<br />OBSERVATION: The business operator could not produce documentation during the inspection that demonstrates
<br />employees have completed hazardous waste training as specified in this section.
<br />REGULATION GUIDANCE:
<br />New employees shall be trained within 180 days of hire and annually thereafter as specified in Title 22 California Code
<br />of Regulations section 66265.16. The owner or operator shall maintain training records on current personnel until
<br />closure of the facility and training records on former employees for at least three years from the date the employee
<br />last worked at the facility.
<br />CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance within the
<br />time frames and training materials required by this section. Provide training documentation to the San Joaquin County
<br />Environmental Health Department (EHD) within 30 days. The documentation must include a list of training topics,
<br />date of training, job title, name of employee, written job description (qualifications and duties), and employee signed
<br />(or certified) record that documents the training.

<br />CA Health and Safety Code 25160.2(c)(2) 3010013 - All consolidated manifest requirements are met.
<br />OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste
<br />transported from the site in the past three years. The missing receipts include:
