Environmental Health Department <br />CP22 - HW SQG Inspection Report <br />Date: <br />October 17, 2024 <br /> Facility Address: <br /> 2850 E LOOMIS RD, STOCKTON <br /> Facility Name: <br /> DIAMOND TRANSPORTATION LOGISTIC INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />This is (Class 2) Violation. <br />CA Code of Regulations 66262.34(f) 3030007 - Labeled all containers or portable tanks containing hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br />- 1 poly container of used antifreeze was observed without an accumulation start date <br />- 1 drum of drained metal used oil filters was observed without an accumulation start date <br />- 1 drum of used paper oil filters was observed without a hazardous waste label <br />- 2 drums of used oil in the back of the shop was observed without a hazardous waste label <br />- 1 drum of used oil/water in the back of the shop was observed without a hazardous waste label <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is (Minor) Violation. <br /> 23 <br />CA Code of Regulations 66262.34(d)(2) 3030017 - Containers of hazardous waste closed except when adding or <br />removing waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: one drum of used oil <br />mixed with water was observed outside of the shop without a cap. <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage , <br />except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste. Provide a corrective action statement and supporting documentation to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is (Minor) Violation. <br /> 26 <br />CA Code of Regulations 66262.34(d)(2) 3010022 - Posted emergency information next to the telephone. <br />OBSERVATION: Modified contingency plan information was not posted at the facility. The facility has a full <br />emergency response contingency plan uploaded in CERS but was not observed on site. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br />directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number <br />of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of <br />the fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br />consolidated emergency response / contingency plan on-site.
