Environmental Health Department <br />AMENDED <br />9/12/2024 <br />CP22 - HW SQG Inspection Report <br />Date: <br />September 03, 2024 <br /> Facility Address: <br /> 2050 E SIKORSKY ST, STOCKTON <br /> Facility Name: <br /> JC AIR ACADEMY INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />San Joaquin County Environmental Health Department within 30 days. <br />This is a repeat violation (Class 2) Violation. <br />CA Code of Regulations 66262.34(f) 3030007 - Labeled all containers or portable tanks containing hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br />- Three plastic 5 gallon container containing used oil were observed in the hazardous waste storage area inside the <br />main shop were missing hazardous waste labels. <br />- One plastic 5 gallon container containing used oil was observed without hazardous waste labeling that was located <br />next to the drums in the main shop. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is a repeat violation (Class 2) Violation. <br /> 23 <br />CA Code of Regulations 66262.34(d)(2) 3030017 - Containers of hazardous waste closed except when adding or <br />removing waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br />- One 55 gallon metal drum observed in the hazardous waste storage area was overflowing with used oil filters . <br />- Four plastic 5 gallon container containing used oil was observed in the hazardous waste storage area inside the shop <br />was missing lids. <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage , <br />except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste. Provide a corrective action statement and supporting documentation to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is a repeat violation (Class 2) Violation. <br /> 26 <br />CA Code of Regulations 66262.34(d)(2) 3030022 - Incompatible waste in containers managed properly to prevent a <br />reaction. <br />OBSERVATION: The following incompatible wastes are stored in containers in a way that is not in compliance with <br />these sections: Multiple used filters were observed in a orange 5 gallon bucket without lids and are not placed into the <br />used oil filter drums. <br />REGULATION GUIDANCE: Title 40 Code of Federal Regulations section 262.16. <br />CORRECTIVE ACTION: Immediately make changes to the hazardous waste storage to eliminate incompatible waste <br />storage. Describe how the waste storage has been changed to correct the violation.
