Site Health and Safety Plan Page 17
moisture free to prevent corrosion. Heavier tools shall be placed where they will not be
tripped over and/or could fall.
The Site Supervisor shall be responsible for the safe condition of tools used by the
employee, including tools which may be furnished by the employee. Keep tools sharp and in
good condition at all times. Dull tools contribute to accidents. If tools cannot be repaired
properly, do not make any temporary or makeshift repairs. Send tools to an outside shop or
return to office for repair or replacement. Keep hand tools off the top of ladders. Exercise
extreme care in using hand tools to prevent their contact with live circuits or equipment.
Power tools typically include a gas generator, hammer drill, power drill, reciprocating saw,
vacuum, and light stand. Power tools are to be operated by authorized employees who have
been trained or had previous experience in the field. All electric power operated tools shall
either be of the approved double-insulated or grounded type. When making adjustments or
oiling any power tools, turn off the power first. Wear proper clothing to prevent sleeves and
other loose garments from being wound around the drill. The use of electric cords for
hoisting or lowering tools shall not be permitted.
3.5.9 Ladders
Ladders present a significant hazard in field work operations and their improper use is the
cause of many serious accidents. Common causes of injury during ladder use are:
• Ascending or descending improperly.
• Failure to secure ladder at top and/or bottom.
• Structural failure of the ladder itself.
• Carrying objects in hands while ascending or descending.
Great care must be used in the selection of the proper size and design of the ladder for the
use intended and in the maintenance and proper use of all type ladders.
Ladder safety is predicated on the proper positioning and usage. The following guidelines will
be followed when the use of a ladder is necessary to complete the scope of work.
• All straight and extension ladders must have safety feet or be blocked to prevent
displacement. When used for access to overhead work platforms, they shall extend at
least 36 inches above the work platform. In all applications, the ladder shall be
secured.
• If a ladder cannot be tied off, have someone hold it. (Does not apply to step ladders).
• When stepladders are used for heavy work, ladders shall be tied off or be held by co-
worker.
• Only ladders of proper length shall be used to perform the work. The use of makeshift
extensions added to ladders is prohibited.
• Ladders shall not be kept standing when not being used.
• Ladders shall not be used in a horizontal position as a platform, runway, or scaffold
or for uses other than those for which intended.
