Site Health and Safety Plan Page 23
6. Personal Protective Equipment
Personal protective equipment (PPE) shall be used at the site to protect site workers from
chemical and physical hazards in compliance with 29 CFR 1926.65(b)(4)(ii)(C). This includes
hazards associated with, but not limited to, entry operations, excavations and stockpiling,
and routine site tasks and operations.
Site health hazards shall be minimized to the greatest extent possible through
administrative and/or engineered controls and safe work practices. Where hazards are still
present, a combination of administrative and/or engineered controls, work practices, and
PPE shall be used to safeguard site workers.
The SSHO, is responsible for PPE use on this Site. OSHA specifies that the level of employee
protection may be decreased (downgraded) when additional information or site conditions
show that decreased protection will not result in hazardous exposures to employees or site
workers. Upgrades or downgrades in the level of PPE shall occur only after the SSHO,
contractor Project Manager, and/or key personnel have evaluated the proposed upgrade or
downgrade and unanimously approve the change in PPE level shall remain protective to site
workers from known or anticipated hazards.
The following topics are discussed in this section:
• PPE selection criteria
• Site-specific PPE
• Training in the use of PPE
• Minimum standards for PPE
• Hearing conservation
6.1 PPE Selection Criteria
PPE shall be selected and used to protect project personnel from hazards and potential
hazards they are likely to encounter during the execution of their work. PPE requirements
will be outlined in the daily job hazard analysis. A PPE ensemble shall be assigned to each
work task or operation. PPE is required when engineered and/or administrative control
methods are infeasible to reduce worker exposure at or below the permissible exposure
limit. OSHA requires engineered controls administrative and work practice controls, and
personal protective equipment, or a combination of these must be implemented to protect
employees from exposure to hazardous substances and/or other safety and health hazards.
Under no circumstances should worker rotation be included as a mechanism to reduce
potential exposure to worksite hazards.
PPE selection shall be based upon many factors. Initial PPE ensembles shall be selected
based on the anticipated route(s) of hazardous substances on-Site and their concentration.
Ensemble material shall be selected using permeation data supplied by individual
manufacturers, and materials providing the greatest duration of protection shall be used.
Tear and seam strength of PPE shall also be considered to insurance humble durability while
work is being performed.
