Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />September 24, 2024 <br /> Facility Address: <br /> 3837 Imperial WAY, Stockton <br /> Facility Name: <br /> MITSUBISHI CHEMICALS ADVANCED <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca . <br />This is (Minor) Violation. <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response (ER) procedures were lacking or inadequate. The local UPA/CUPA number <br />was not included as part of the response to a reportable spill/accidental release. The San Joaquin County CUPA can <br />be contacted at (209) 468-3420. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release <br />or threatened release of hazardous materials, including, but not limited to, the following: <br />- immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br />- procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br />- evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is (Class 2) Violation. <br /> 12 <br />Overall Inspection Comments: <br />An inspection report was provided to the facility on the day of inspection. Six violations were observed. <br />Reportable Hazardous Materials Observed On-Site: <br />~110 gallons of Oily Solids (waste) <br />~110 gallons of Used Oil (waste) <br />~130 gallons of Lubricating Oil <br />~900 cubic feet of NOS <br />~165 gallons of Trim E206 Cutting Fluid <br />~375 cubic feet of Acetylene Gas <br />~518 cubic feet of Oxygen Gas <br />~71 gallons of Lead Acid Battery Fluid <br />~165 gallons of Propylene Glycol <br />~55 gallons of Oemeta Coolant <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the inspection report. <br />FA0019701 PR0529864 SC001 09/24/2024 <br />EHD Rev. 12/06/2021 CP22 - HMBP OIRPage 4 of 5 <br />1868 E.
