Closed Disposal Site Inspection Report (188) <br /> Manteca County Dump (39-CR-0025) <br /> 3/12/2024 <br /> 21908 S. Manteca Rd., Manteca CA — Owner Jagroop Singh: <br /> 1. Operator is in the process of removing solid waste from the site and securing cargo <br /> containers. The pile of solid waste near the center of the site has been removed. <br /> 2. Site is secure. <br /> 3. Goats are used for vegetation control, per operator. <br /> 4. If owner or potential buyers are contemplating any Post Closure Land Uses (PCLUs) for the <br /> site, please be advised that there are additional requirements pertaining thereto. Pursuant to <br /> the PCLU provisions of T27CCR, Section 21190, the PCLU Plan shall be submitted to the <br /> LEA, the Regional Water Quality Control Board (RWQCB), local air district and local land use <br /> agency for review and approval prior to commencing any construction o' pre-construction <br /> activities for such PCLU. <br /> 5. T27CCR, Section 21200 requires that CalRecycle and EHD are notified at least 45 days <br /> prior to the sale or transfer of the property. <br /> 21800 S. Manteca Rd., Manteca CA — Owner Dennis & Helen De Kidos: <br /> 1. Wade Law Offices out of Roseville, CA is currently managing the property. A letter from the <br /> LEA was sent to Wade Law Offices. <br /> 2. The inspection was conducted by accessing neighboring properties. <br /> 3. There has been minimal progress since the last inspection. <br /> 4. A strong odor was observed near the eastern perimeter fence from animal manure. <br /> 5. Illegal dumping is occurring in front of the property, outside of the perimeter fence. <br /> 6. The recreational vehicle located near the southeastern perimeter fen--e was observed to <br /> have utility connections. Referred to San Joaquin County Code Enforcement. <br /> 7. If owner or potential buyers are contemplating any Post Closure Land Uses (PCLUs) for the <br /> site, please be advised that there are additional requirements pertaining thereto. Pursuant to <br /> the PCLU provisions of T27CCR, Section 21190, the PCLU Plan shall be submitted to the <br /> CalRecycle Solid Waste Information System (SWIS) Page 3 of 4 <br />
