The training documents received shows that some <br />staff have a progress of 0 percent. In addition, the training did not show that the training requirements (see regulation <br />guidance) was taught. No information was also given on the training of the imamates. <br />REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br />waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br />emergencies. <br />CORRECTIVE ACTION: Immediately train the employees (and inmates that work with/generate hazardous waste). <br />Provide proof of training within 30 days to the San Joaquin County Environmental Health Department (EHD) for <br />employees whose responsibilities include hazardous waste. <br />This is a repeat violation (Class 2) Violation. <br /> 2 <br />CA Code of Regulations 66262.42(a)(c)(d) 3010030 - Completed all Uniform Hazardous Waste Manifest exception <br />reporting requirements. <br />OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifests (UHWM): <br />017231597FLE (11/29/2022), 017231598FLE (11/29/2022), 017231602FLE (11/29/2022), 018217005FLE (2/14/2024), <br />018217007FLE (2/14/2024), 018217008FLE (2/14/2024), and 018217523FLE (8/7/2024). <br /> REGULATION GUIDANCE: (a) A generator who does not receive a copy of the manifest with the handwritten <br />signature of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the <br />initial transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the <br />status of the hazardous waste. (c) A hazardous waste generator who does not receive a copy of the manifest with the <br />handwritten signature of the owner or operator of the facility to which the generator's waste is submitted, within 60 <br />days from the date that the hazardous waste was accepted by the initial transporter, shall submit to the department a <br />legible copy of the manifest, with some indication that the generator has not received confirmation of delivery. (d) <br />Generators shall submit the information to the department at: DTSC Report Repository, Generator Information <br />Services Section, P.O. Box 806, Sacramento, CA 95812-0806 <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br />Joaquin County Environmental Health Department (EHD).
