SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> Greatness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Estes -Tracy 11535 E PESCADERO AVE, TRACY February 24, 2026 <br /> 3 23 CCR 16 2613(a)(3) and (b), 2650(a), (b), and (e) 2011011 - Facility has submitted and maintains a complete and <br /> accurate UST Monitoring Plan <br /> OBSERVATION: The monitoring plan is not current and/or has not been approved by EHD. <br /> Tank 10181485-005 (10,000-gallon motor oil tank) is equipped with a 409 annular sensor; however, the monitoring plan <br /> identifies a 303 sensor. The plan must be updated to accurately reflect the installed equipment. <br /> REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System <br /> (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. <br /> This is a Repeat (Class 2)Violation. <br /> 5 23 CCR 16 2613(a)(6) and (b), 2650(a), (d), and (e) 2011013 - Facility has submitted a complete and accurate UST <br /> Response Plan <br /> OBSERVATION: The response plan is not current and/or not approved by the EHD. The response plan requires <br /> emergency contact information such as a phone number for the Responsible Person(s) <br /> REGULATION GUIDANCE: The response plan must be uploaded to the California Environmental Reporting System <br /> (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, upload the completed form, and submit for review by the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> 6 23 CCR 16 2613(a)(7), 2690(a)(5); HSC 6.7 25292.2 2011008 - Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance (TCR 11) <br /> OBSERVATION: Financial responsibility documents have not been submitted to the EHD. The most recent financial <br /> responsibility documents in CERS are dated 1/7/2026 however they do not contain the required signature of a notary or <br /> witness. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a (Minor)Violation. <br /> 31 23 CCR 16 2613(c)(4), 2633, 2640(f), 2660(c) and (e), 2665 2031002 - Overfill prevention system meets overfill <br /> requirements, tested as required, records kept (TCR 9b) <br /> OBSERVATION: The following tanks do not have approved overfill methods installed. All have flappers (overfill <br /> prevention valves) installed but flappers are not an approved method for the tanks due to the tank contents. Most <br /> flappers have a manufacturer-specific minimum flow rate necessary for the device to properly operate. The contents of <br /> these tanks and the nature of how they are filed do not allow for a strong enough flow rate to shut off the valve. <br /> - CERS tank ID 10181485-001 (map tank#7) containing soap. Has single-walled vent piping and direct bury spill <br /> container. <br /> - CERS tank ID 10181485-002 (map tank#2) containing used oil. Has single-walled vent piping and spill container in a <br /> sump. The input of used oil into this tank is not from the fill pipe with the spill bucket but rather connected from the shop <br /> in a different building, per technicians on site. This tank is not exempt from overfill protection as claimed on the CERS <br /> tank form because it does not have double walled vent piping. <br /> - CERS tank ID 10181485-003 (map tank#6) containing used oil. Has single-walled vent piping and direct bury spill <br /> container. <br /> - CERS tank ID 10181485-007 (map tank#1) containing waste diesel. Has single-walled vent piping and direct bury spill <br /> container.
