SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> Greatness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Estes -Tracv 11535 E PESCADERO AVE, TRACY February 24, 2026 <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. Installation <br /> records including as-builts, manufacture checklists, and installation test results were not on site. <br /> REGULATION GUIDANCE: These records shall be kept on site for the life of the tank. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> Overall Inspection Comments <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 2/25/2026 and replaces the initial checklist. Complete and submit a copy of the Return to Compliance <br /> Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for <br /> each violation, and any supporting paperwork, within 30 days of receiving the complete inspection report. <br /> ITEM #52 CONTINUED <br /> REGULATION GUIDANCE: <br /> All underground storage tanks shall be equipped with an overfill prevention system that does not allow for manual <br /> override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are exposed tc <br /> product due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an <br /> approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection by <br /> the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an <br /> approved overfill prevention system can't be installed immediately, there is a possibility that the soap, used oil (-002, <br /> tank#2), used oil (-003, tank#6), and waste diesel UST system may be red tagged to prevent fuel inputs. <br /> AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS <br /> FACILITY BACK INTO COMPLIANCE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: 2/24/2026 Inspector: Inspector Phone: <br /> Printed Name and Title: Monica De Anda, EHS (209)616-3063 <br /> Joshua Oie, Ast.
