Trac February 26 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> -CERS tank ID 10181485-002(map tank#2)containing used oil. Has single-walled vent piping and spill container in a <br /> sump.The input of used oil into this tank is not from the fill pipe with the spill bucket but rather connected from the <br /> shop in a different building, per technicians on site. <br /> -CERS tank ID 10181485-003(map tank#6)containing used oil. Has single-walled vent piping and direct bury spill <br /> container. <br /> -CERS tank ID 10181485-007(map tank#1)containing waste diesel. Has single-walled vent piping and direct bury <br /> spill container. This tank does not have waste diesel inputted via the spill bucket but is used as an overflow tank to <br /> catch overflows from the AST, per technicians on site. <br /> CONTINUED IN OVERFILL INSPECTION COMMENTS AT THE BOTTOM OF THE INSPECTION REPORT <br /> This is Class 2)Violation. <br /> 57 CA Code of Regulations 2715(c)2030012-Initial and annual training provided to employees and at least one trained <br /> employee is present. <br /> OBSERVATION: Per technicians and YRC,the security guards on site conduct daily inspection of the monitoring <br /> panels and report back to YRC or Estes if any alarms were observed. The designated operator employee training for <br /> security guards on site was not performed. The only current facility employee training on site was for Mario Corona <br /> who was not on site during the inspection. <br /> REGULATION GUIDANCE:The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual <br /> performs the duties of a facility employees.The training shall include, but is not limited to: 1. Operation of the UST <br /> system in a manner consistent with the facility's best management practices 2. Employee's role with regard to <br /> monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and <br /> overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring <br /> equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing <br /> information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and <br /> overfills. At least one of the facility employees present during operating hours shall have current training. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator,maintain the list on <br /> site,and submit a copy of the training records to the EHD. <br /> This is Class 2 Violation. <br /> 72 CA Code of Regulations 2712 2030039-Compliance with all operating permit requirements. <br /> OBSERVATION: The facility is not in compliance with the written conditions of the operating permit.The approved <br /> permit SR2400651 did not have the corrosion protection inspection conducted on the replaced spill bucket prior to <br /> concrete being poured. In addition during the inspection, it was found that the riser pipe was replaced in addition to the <br /> drop tube which was not noted on the scope of work for this permit. It was discussed during the inspection that a tank <br /> integrity test should be conducted due to the replacement of the riser pipe. Per Frank Landa, they will conduct tank <br /> pressure test today. <br /> REGULATION GUIDANCE: The owner and operator of underground storage tank(UST)systems shall comply with all <br /> requirements of the permit issued for the operation of the UST system. <br /> FA0003854 PR0232495 SCO01 02/26/2025 <br /> EHD Rev.12/06/2021 Page 6 of 8 CP22-UST FULL OIR <br /> 1868 E.
