The report <br /> was amended February 27, 2025 to add an additional note in the NOTE section of the Overall Inspection <br /> Comments, no violations were added, amended or removed. This amended report replaces the initial report and <br /> does not affect return to compliance date of March 28, 2025. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by March 28, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($172). To schedule an <br /> appointment, please call (209)468-3420. <br /> ITEM#52 CONTINUED <br /> REGULATION GUIDANCE:All underground storage tanks shall be equipped with an overfill prevention system <br /> that does not allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br /> exposed to product due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an <br /> approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection <br /> by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD.
