The following is an itemized list of CP22 - UST FULL violations that have not <br /> been addressed for YRC INC (now Estes-Tracy) as of June 10, 2025. <br /> Open violations from February 26, 2025 inspection <br /> Violation #2 - 2010010 - Complete and accurate UST Operating Permit Application has been submitted.. <br /> OBSERVATION: UST Tank Information forms are not current in the California Environmental Reporting System <br /> (CERS). <br /> - The used oil tank (CERS ID10181485-002, map tank #2) lists that there is not a containment sump for the spill <br /> bucket. The spill bucket was observed in a containment sump on site. <br /> REGULATION GUIDANCE: Any change of information must be updated in CERS within 30 days of the changes. <br /> CORRECTIVE ACTION: Immediately log into CERS, update the required information, and submit for review by the <br /> EHD. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #52 - 2030036 - Overfill prevention system has not been overridden and meets overfill <br /> requirements (TCR 9b). <br /> OBSERVATION: The following tanks do not have approved overfill methods installed. All have flappers (overfill <br /> prevention valves) installed but flappers are not an approved method for the tanks due to the tank contents. Most <br /> flappers have a manufacturer-specific minimum flow rate necessary for the device to properly operate. The contents of <br /> these tanks and the nature of how they are filed do not allow for a strong enough flow rate to shut off the valve . <br /> - CERS tank ID 10181485-001 (map tank #7) containing soap. Has single-walled vent piping and direct bury spill <br /> container. <br /> - CERS tank ID 10181485-002 (map tank #2) containing used oil. Has single-walled vent piping and spill container in a <br /> sump. The input of used oil into this tank is not from the fill pipe with the spill bucket but rather connected from the <br /> shop in a different building, per technicians on site. <br /> - CERS tank ID 10181485-003 (map tank #6) containing used oil. Has single-walled vent piping and direct bury spill <br /> container. <br /> - CERS tank ID 10181485-007 (map tank #1) containing waste diesel. Has single-walled vent piping and direct bury <br /> spill container. This tank does not have waste diesel inputted via the spill bucket but is used as an overflow tank to <br /> catch overflows from the AST, per technicians on site. <br /> REGULATION GUIDANCE: All underground storage tanks shall be equipped with an overfill prevention system that <br /> does not allow for manual override and meets one of the following requirements: 1. Alert the transfer operator when <br /> the tank is 90 percent full by restricting the flow into the tank or triggering an audible and visual alarm; or 2. Restrict <br /> delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs when the tank is <br /> filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes before the tank <br /> overfills; or 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of <br /> capacity; or, 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank <br /> are exposed to product due to overfilling. <br /> Page 1 of 3 <br />
