The following is an itemized list of CP22 - UST FULL violations that have not been addressed for YRC INC (now Estes-Tracy) as of June 10, 2025. Open violations from February 26, 2025 inspection CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an approved overfill prevention system can't be installed immediately, there is a possibility that the soap, used oil (-002, tank #2), used oil (-003, tank #6), and waste diesel UST system may be red tagged to prevent fuel inputs. ❑ This violation was corrected ❑ This violation will be corrected by (date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation #57 - 2030012 - Initial and annual training provided to employees and at least one trained employee is present. OBSERVATION: Per technicians and YRC, the security guards on site conduct daily inspection of the monitoring panels and report back to YRC or Estes if any alarms were observed. The designated operator employee training for security guards on site was not performed. The only current facility employee training on site was for Mario Corona who was not on site during the inspection. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s) for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training.
