The following is an itemized list of CP22 - UST FULL violations that have not <br /> been addressed for YRC INC (now Estes-Tracy) as of June 10, 2025. <br /> Open violations from February 26, 2025 inspection <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an <br /> approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection by <br /> the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an <br /> approved overfill prevention system can't be installed immediately, there is a possibility that the soap, used oil (-002, <br /> tank #2), used oil (-003, tank #6), and waste diesel UST system may be red tagged to prevent fuel inputs. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #57 - 2030012 - Initial and annual training provided to employees and at least one trained <br /> employee is present. <br /> OBSERVATION: Per technicians and YRC, the security guards on site conduct daily inspection of the monitoring <br /> panels and report back to YRC or Estes if any alarms were observed. The designated operator employee training for <br /> security guards on site was not performed. The only current facility employee training on site was for Mario Corona <br /> who was not on site during the inspection. <br /> REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual <br /> performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST <br /> system in a manner consistent with the facility's best management practices 2. Employee's role with regard to <br /> monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and <br /> overfills as specified in the facility's response plan 4. Name of the contact person(s) for emergencies and monitoring <br /> equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing <br /> information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and <br /> overfills. At least one of the facility employees present during operating hours shall have current training. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on <br /> site, and submit a copy of the training records to the EHD. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 2 of 3 <br />
