SAN JOAQUIN AMENDED Environmental Health Department <br /> c o U N ry 11/24/2025 <br /> C-eatness grows here. <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON AUTO CENTER CAR WASH 13434 E HAMMER LN, STOCKTON I November 12, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 CA Code of Regulations 2632(d), 2641(h) 2030041 -A current facility plot plan is maintained and has been submitted <br /> OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. <br /> -The submitted UST Monitoring Site Plan does not indicate the location of the Leak Detectors <br /> REGULATION GUIDANCE: A site plan must be submitted identifying the locations where monitoring will be performed. <br /> The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: <br /> 1) monitoring panels; 2) in-tank liquid level probes (if used for leak detection); 3) devices monitoring tank annular spaces <br /> or vault; 4) devices monitoring product piping; 5) devices monitoring fill piping; 6)devices monitoring vent piping; 7) <br /> devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9) devices monitoring under- <br /> dispenser containment; 10) line leak detectors; and 11)devices monitoring any other secondary containment areas. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. <br /> This is a Repeat(Class 2)Violation. <br /> 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007 - Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance (TCR 11) <br /> OBSERVATION: Financial responsibility documents have not been submitted to the EHD. The most recent financial <br /> responsibility documents in CERS are dated 11/20/2023. The financial responsibility documents on site were dated <br /> 11/20/2023. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a Repeat(Class 2)Violation. <br /> 56 CA Code of Regulations 2716(a-e) 2030013- DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: The designated operator failed to visually inspect the 5/6 dispenser sump for leaks, water, or debris <br /> during the visual inspections. <br /> *The 5/6 dispenser has been removed but the sump remains with a 208 sensor. There is a lid bolted over the sump. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall visually inspect all spill containers, fill <br /> pipes, fill caps, and UDC sumps, and any tank top sump that had an alarm for which there is no record of a service visit, <br /> for damage, and for the presence of leaks, water, or debris, and check that the sensors are located properly. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are inspecting all of the <br /> required areas and noting it on the on the reports. <br /> This is a Repeat(Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 5 of 6 FA0003681 PR0232398 4575894 11/24/2025 <br /> 1868 E.
