SAN JOAQUIN AMENDED Environmental Health Department <br /> c o U N TY 11/24/2025 <br /> Greatness grows here. <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON AUTO CENTER CAR WASH 13434 E HAMMER LN, STOCKTON I November 12, 2025 <br /> 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d) <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> -The test results for the Secondary Containment test that was done on 1/10/2025 was not on site. <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> Overall Inspection Comments <br /> An inspection checklist was provided to the facility operator on the day of inspection 11/12/2025. <br /> A complete report was finished on 11/24/25 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> within 30 days of receiving the complete inspection report. <br /> A partial inspection was conducted on 11/12/2025: <br /> - witnessed the start of Spill Container testing <br /> - observed UDC sumps, STP sumps for Regular, Premium and Diesel tanks. <br /> On 11/24/25, the paperwork portion of the inspection was completed thus completing the UST inspection. <br /> Amendments were made to the checklist provided on 11/12/2025: <br /> - Violations 5, 53, 56, 59 were ADDED <br /> AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS <br /> FACILITY BACK INTO COMPLIANCE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: November 12, 2025 Inspector: Inspector Phone: <br /> Printed Name and Title: Maria Lopez, EHS (209)616-3064 <br /> Chris Buscaglia, Environmental <br /> Contact <br /> EHD-CUPA Inspection Report IS02 Page 6 of 6 FA0003681 PR0232398 4575894 11/24/2025 <br /> 1868 E.
