Per the service <br /> technician at the time of inspection, the annular liquid-filled space consists of water. Water is not one of the listed <br /> manufacturer-specified reservoir solutions for use with the sensor <br /> REGULATION GUIDANCE:All monitoring equipment shall be installed, calibrated, operated, and maintained in <br /> accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br /> calibration. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed and certified contractor to ensure the annular sensor <br /> is installed per manufacturer specifications. Ensure that all leak detection equipment is properly programmed and <br /> maintained at all times. <br /> This is(Class 2)Violation. <br /> 52 CA Code of Regulations 2635(c)(1)2030036-Overfill prevention system has not been overridden and meets overfill <br /> requirements(TCR 9b). <br /> OBSERVATION:The liquid level sensor and monitoring panel used as the overfill prevention system is not an approved <br /> method of overfill for the Used Oil UST.The monitoring panel used for the overfill alarm was not visible and audible at <br /> the tank fill point.When triggering the alarm, the service technician on site during inspection was unable to hear if the <br /> alarm was triggered at the tank fill point. <br /> REGULATION GUIDANCE:All UST systems must be equipped with an approved,functional overfill prevention device <br /> at all times during delivery operations. <br /> LOCAL GUIDANCE 150-3: Overfill alarms must be clearly visible and audible to the transfer operator at the tank fill <br /> point. <br /> CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is <br /> replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD.
