The most recent financial <br /> responsibility documents in CERS are dated 1/10/2024. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a repeat violation (Class 2) Violation. <br /> 56 CA Code of Regulations 2716(a-e)2030013-DO inspections completed at least every 30 days and meet all <br /> requirements(TCR 12). <br /> OBSERVATION:The designated operator failed to check and note the correct test dates for the overfill prevention <br /> equipment on the designated operator inspection reports. The correct date for overfill prevention equipment was <br /> 1/11/2022.The routine overfill prevention equipment testing was performed at the time of inspection, on the date of <br /> 1/13/2025. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a repeat violation (Class 2) Violation. <br /> 57 CA Code of Regulations 2715(c)2030012-Initial and annual training provided to employees and at least one trained <br /> employee is present. <br /> OBSERVATION:The designated operator employee training for Jas Bains was not current.The"Facility Employee <br /> Training Certificate," located in Appendix XI of California Code Of Regulations, Title 23, Division 3, Chapter 16 was not <br /> found for the past year. Jas stated that the designated operator performed this training within the past year. <br /> REGULATION GUIDANCE:The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual <br /> performs the duties of a facility employees.The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a <br /> site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to <br /> emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present <br /> during operating hours shall have current training. <br /> 23 CCR§2715(c)(4).
