However,the fluid inside the brine reservoir of UDC 1-2 appeared opaque and contained yellow debris,which <br /> may indicate contamination or degradation of the monitoring fluid. Brine sensors should be installed in <br /> manufacturer-approved interstitial monitoring fluid. <br /> REGULATION GUIDANCE:All monitoring equipment shall be installed, calibrated, operated, and maintained in <br /> accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br /> calibration. Immediately contact a properly licensed and certified contractor to fix the brine issue. <br /> CORRECTIVE ACTION: Ensure that all leak detection equipment is properly programmed and maintained at all times. <br /> This is (Class 2)Violation. <br /> 35 CA Health and Safety Code 25290.1(e)2030065- Interstitial space of the UST is under constant VPH monitoring (TCR <br /> 9d). <br /> OBSERVATION: During the inspection, it was observed that the brine reservoir for the interstitial space of tank <br /> containing 87product was empty, indicating a potential monitoring failure for the secondary containment system. <br /> Although the sensor passed function testing, the absence of brine compromises the effectiveness of continuous leak <br /> detection. <br /> REGULATION GUIDANCE:Title 23, California Code of Regulations (CCR), section 2631(a)(2),which requires that <br /> interstitial monitoring systems be maintained in a manner that ensures proper leak detection functionality at all times. <br /> CORRECTIVE ACTION: Document the corrective action taken, including the date the brine was restored,the certified <br /> person performing the maintenance.
