OBSERVATION: During the inspection, interstitial fluid in the other UDCs was observed to be a consistent pink/red color. However,the fluid inside the brine reservoir of UDC 1-2 appeared opaque and contained yellow debris,which may indicate contamination or degradation of the monitoring fluid. Brine sensors should be installed in manufacturer-approved interstitial monitoring fluid. REGULATION GUIDANCE:All monitoring equipment shall be installed, calibrated, operated, and maintained in accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper calibration. Immediately contact a properly licensed and certified contractor to fix the brine issue. CORRECTIVE ACTION: Ensure that all leak detection equipment is properly programmed and maintained at all times. This is (Class 2)Violation. 35 CA Health and Safety Code 25290.1(e)2030065- Interstitial space of the UST is under constant VPH monitoring (TCR 9d). OBSERVATION: During the inspection, it was observed that the brine reservoir for the interstitial space of tank containing 87product was empty, indicating a potential monitoring failure for the secondary containment system. Although the sensor passed function testing, the absence of brine compromises the effectiveness of continuous leak detection. REGULATION GUIDANCE:Title 23, California Code of Regulations (CCR), section 2631(a)(2),which requires that interstitial monitoring systems be maintained in a manner that ensures proper leak detection functionality at all times. CORRECTIVE ACTION: Document the corrective action taken, including the date the brine was restored,the certified person performing the maintenance. Provide the certification and work order to EHD. This is a repeat violation (Class 2) Violation. 47 CA Health and Safety Code 25290.1(c3), 25290.2(c3)2030008-Secondary containment installed after July 1, 2003 is free of water. OBSERVATION:Water was found in the diesel STP, 91 STP, and 87 STP sumps. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff.
