Hello Tom, <br /> This request for guidance/approval and exception is pertaining to the repair/lining of afailed 25KUST <br /> located at the Sheriff's Operation Center#1, 7000 N Michael Canlis Blvd., French Camp, CA95231. You <br /> may recall that an earlier decision from your office suggested that the work to be done be classified as a <br /> "tank lining" in lieu of a"tank repair". Hence, we are attempting to make repairs under the guidelines of <br /> CCR, Title 23, Section 2663-Interior Tank Lining Requirements and we are having some issues. <br /> For example: 23 CCR2663 (b)(1)(B)states"the inspector shall take interior diameter measurements"to <br /> determine"if the cross section of the tank has compressed more than one percent of the original <br /> diameter." <br /> Please note from the attached NOV/Containment Solutions Field Service Report (included in Sheriff's <br /> Ops attachment)from page 1 of 10, the original diameter of the tank is 10' or 120". You will also note from <br /> page 5 of 10, the vertical tank measurements when subtracted from the original "nominal" diameter of <br /> 120" all are less than the 2.25" maximum reduction in vertical diameter noted in the attached NOV- <br /> Containment Solutions USTTank Lining Guidelines Attachment 1, para 3 a DEFLECTION but are over the <br /> one percent called for in Title 23. <br /> In short, while the CCRlooks for a maximum deflection of"one percent" (120" x.01=1.2"), the tank <br /> manufacturer guidelines fortank repairs/lining are set a 2.25" or 1.88 percent (2.25"/120"=1.88 percent). <br /> San Joaquin County-EHD is holding firm to the one percent depression (1.2")while the tank manufacturer <br /> clearlywill perform the work with a ten-year warranty at 1.88 percent. <br /> Please revisit this subject and allow us an exception to the rule to move forward with the work. <br /> Thank you in advance for your prompt handling, be <br /> ,bseph Bagley, Capt.
