The EHD
will allow and approve the tank lining permit if we receive all the required documents per the tank lining
requirements outlined in CCR, Title 23, Sections 2660-2663, including the confirmation that the tank's
compression is no more than "one percent of the original diameter." As indicated by the Water Board in their
recent email response, with the compression rate of 1.88% (outlined in Mr. Bagley's email to the Water Board
dated May 14, 2025), "the tank cannot be returned to service unless excavated and repaired."
For your reference, below is the picture from the report dated March 3, 2025 (provided to EHD with your April
21, 2025 submittal in connection with this permit application), which shows some of the internal damage to this
tank that needs to be repaired before it can be returned to service.
w • -
Please don't hesitate to call me if you have any questions.
Sincerely,
Elena K.
