A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: 72057 <br /> ty Address: Date: <br /> STOCKTON FOOD&GAS#2 S ELDORADO ST, STOCKTON FehruarV 12 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> required, and records kept for 36 mths(TCR 9a). <br /> OBSERVATION: Spill Container Testing was previously performed on February 13, 2024 and the test results were not <br /> found on site. <br /> REGULATION GUIDANCE: Spill Container Testing records are to be kept on site for 36 months from test date. <br /> CORRECTIVE ACTION: Immediately locate the Spill Container Testing test results from February 13, 2024 and ensure <br /> it remains on site for 36 months from test date. <br /> This is (Class 2)Violation. <br /> 51 CA Health and Safety Code 25292.1(a)2030035- UST system is operated to prevent unauthorized release, including <br /> spills and overfills. <br /> OBSERVATION:The following issues are preventing the UST System from being operated in a way to prevent <br /> unauthorized releases: <br /> 1.)The 87 product pipe of the south UDC along El Dorado Street, had the formation of two droplets along the elbow <br /> joint.There was also an accumulation of liquid within the UDC sump under the droplets. <br /> REGULATION GUIDANCE:The underground storage tank system shall be operated to prevent unauthorized releases, <br /> including spills and overfills. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation (Class 2) Violation. <br /> 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11)2010007-Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance(TCR 11). <br /> OBSERVATION: Financial responsibility documents have not been submitted to the EHD. The most recent financial <br /> responsibility documents in CERS are dated 4/4/2023. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a repeat violation (Class 2) Violation. <br /> 56 CA Code of Regulations 2716(a-e)2030013-DO inspections completed at least every 30 days and meet all <br /> requirements(TCR 12). <br /> OBSERVATION:The designated operator failed to check and note the correct test dates for the Overfill Prevention Test <br /> on the designated operator inspection reports.The correct date for Overfill Prevention is 2/27/2024 not 2/13/2024 as <br /> indicated in the inspection reports. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> FA0003735 PR0231083 SCO01 02/12/2025 <br /> EHD Rev.12/06/2021 Page 7 of 11 CP22-UST FULL OIR <br /> 1868 E.
