SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NATIONAL PETROLEUM MANTECA 2072 W YOSEMITE AVE, MANTECA September 17, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 3 CA Code of Regulations 2632(d)(1), 2634(d) 2010013 - Facility has submitted a complete and accurate UST <br /> Monitoring Plan. <br /> OBSERVATION: The monitoring plan is not current and/or not approved by the EHD. <br /> 1. The monitoring plan for the Biodiesel 20 tank incorrectly list the leak detector Manufacturer and model as "Fe Petro/ <br /> STP MILD ". The leak detector on site is VMI - 99LD2000. <br /> 2. The monitoring plan for the Racing fuel 100 tank incorrectly list the leak detector Manufacturer and model as VMI - <br /> 99LD2000. The leak detector on site is Fe Petrol /STP MILD <br /> REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System <br /> (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> 5 CA Code of Regulations 2632(d), 2641(h) 2030041 -A current facility plot plan is maintained and has been submitted <br /> OBSERVATION: An approved copy of the monitoring plans were not available for inspection. <br /> REGULATION GUIDANCE: A copy of these plans shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a Repeat(Class 2)Violation. <br /> 7 CA Code of Regulations 2715(a)(1)(B), 2715(a)(3) 2010003 -Owner/Operator submitted DO form and/or informed the <br /> CUPA of any change(s)within 30 days (TCR 10) <br /> OBSERVATION: A new designated operator, Safiullah Saighani, began conducting inspections on 4/30/2024 and <br /> notification was not provided to the EHD within 30 days of the change. <br /> REGULATION GUIDANCE: The owner or operator shall submit a "Designated Underground Storage Tank Operator <br /> Identification Form" no later than 30 days after any change in the designated UST operator(s). <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility. <br /> This is a (Minor)Violation. <br /> 9 CA Code of Regulations 2638, 26410), 2715(f) 2030002 - Leak detection equipment tested by qualified service <br /> technician every 12 months (TCR 9d) <br /> OBSERVATION: The racing fuel 100 and 110 tanks annual leak detector testing were last performed on 01/29/2020 and <br /> were due by 09/2021, 09/2022, 09/2023, 09/2024. Testing has not been completed and is 57 months past due. <br /> REGULATION GUIDANCE: These tests are required once every 12 months. <br /> CORRECTIVE ACTION: Immediately schedule these tests and provide 48 hours notification to the EHD.
