SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: PIS <br /> ate: <br /> NATIONAL PETROLEUM MANTECA 12072 W YOSEMITE AVE, MANTECAeptember 17, 2024 <br /> 45 CA Code of Regulations 2636(f)(2) 2030025 - LLD on DW press piping monitors hrly, detects a 3.0 gph leak, and <br /> restricts/shuts off flow (TCR 9d) <br /> OBSERVATION: The racing fuel 100 and 110 line leak detector has not been tested to ensure its ability to detect a leak. <br /> REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed leak detector(LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD, if needed. <br /> If the failed leak detector can't be replaced immediately, there is a possibility that the racing fuel 100 and 110 tanks UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a Repeat(Class 2)Violation. <br /> 50 CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as <br /> required, and records kept for 36 mths (TCR 9a) <br /> OBSERVATION: Spill Container test results for 2022 were not available at time of inspection. <br /> REGULATION GUIDANCE: Records of spill container test are to remain on site for 36 months. <br /> CORRECTIVE ACTION: Immediately locate test results and ensure they remain on site for 36 months and send proof to <br /> EHD. <br /> This is a Repeat(Class 2)Violation. <br /> 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007 - Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance (TCR 11) <br /> OBSERVATION: Financial responsibility documents have not been submitted to the EHD. The most recent financial <br /> responsibility documents in CERS are dated 1/15/2023. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a Repeat(Class 2)Violation. <br /> 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the <br /> 5/28/2024 designated operator inspection report and failed to check that they were responded to appropriately. The <br /> missing alarms include: <br /> - L4 May 24, 2024 Fuel Alarm <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br /> previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the <br /> alarm history with documentation taken in response to any alarms to the inspection report. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a Repeat(Class 2)Violation. <br /> 66 CA Code of Regulations 2712(b)(6) 2010008 - Monitoring, maintenance, repairs, linings, and upgrade records <br /> maintained for life of UST <br /> OBSERVATION: Received notification for replacement of H style relay on grade 91, work order was not found on site. <br /> REGULATION GUIDANCE: These records shall be kept on site for the life of the tank. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records on site and submit copies to the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 7 of 8 FA0004625 PR0231426 4456247 8/6/2025 <br /> 1868 E.
