REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the failed leak detector(LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD, if needed. If the failed leak detector can't be replaced immediately, there is a possibility that the racing fuel 100 and 110 tanks UST system may be red tagged to prevent fuel inputs. This is a Repeat(Class 2)Violation. 50 CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as required, and records kept for 36 mths (TCR 9a) OBSERVATION: Spill Container test results for 2022 were not available at time of inspection. REGULATION GUIDANCE: Records of spill container test are to remain on site for 36 months. CORRECTIVE ACTION: Immediately locate test results and ensure they remain on site for 36 months and send proof to EHD. This is a Repeat(Class 2)Violation. 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007 - Submitted/maintained current Cert of Financial Responsibility/mech of financial assurance (TCR 11) OBSERVATION: Financial responsibility documents have not been submitted to the EHD. The most recent financial responsibility documents in CERS are dated 1/15/2023. REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, and upload the required documents. This is a Repeat(Class 2)Violation. 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all requirements (TCR 12) OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the 5/28/2024 designated operator inspection report and failed to check that they were responded to appropriately. The missing alarms include: - L4 May 24, 2024 Fuel Alarm REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken in response to any alarms to the inspection report. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. REGULATION GUIDANCE: These records shall be kept on site for the life of the tank. CORRECTIVE ACTION: Immediately locate and maintain these records on site and submit copies to the EHD.
