A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - HMBP Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CALIFORNIA FREIGHT 1 19501 N HWY 99 ,ACAMPO January 02 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is a repeat violation (Class 2) Violation. <br /> 14 CA Health and Safety Code 25505(a)(4) 1020002-Provided initial and annual training and maintained training records <br /> for a minimum of three years. <br /> OBSERVATION: Training records for the topics in the regulation guidance below were not able to be provided for any <br /> employees, including drivers, at the time of inspection. Bobir Hassanov and Richard Harlan stated they had not <br /> received training relating to hazardous materials release and spill response.They stated the only training received <br /> pertains primarily to safety and driving safety. Employees stated they did not know how to manage and dispose of <br /> hazardous waste/hazardous material releases. <br /> REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br /> initial and annual refresher training.All employees shall be trained in safety procedures in the event of a release or <br /> threatened release of a hazardous material, including, but not limited to,familiarity with the following plans and <br /> procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br /> unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential <br /> harm or damage to persons, property, or the environment. (C)Evacuation plans and procedures, including immediate <br /> notice,for the business site. This training shall be documented electronically or by hard copy and shall be made <br /> available for a minimum of three years. <br /> CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br /> training records to the EHD. <br /> This is a repeat violation (Class 2) Violation. <br /> 19 CA Health and Safety Code 25404.1.2 1010-Administration/Documentation-General. <br /> OBSERVATION:This facility was inspected on 4/10/2017 and the following minor violations were written: <br /> -Failed to complete and/or submit the Business Activities or Owner/Operator Identification page <br /> -Failed to complete and/or submit hazardous materials inventory for all reportable materials on site <br /> -Failed to complete and/or submit a site map with all required content <br /> The inspection report was delivered to this facility on 4/10/2017. A complete Return to Compliance Certification form <br /> was not received by the San Joaquin County Environmental Health Department(EHD)within 30 days of inspection <br /> report delivery. <br /> REGULATION GUIDANCE: (c)(1)A person who receives a notice to comply detailing a minor violation shall have not <br /> more than 30 days from the date of the notice to comply in which to correct any violation cited in the notice to comply. <br /> Within five working days of correcting the violation,the person cited or an authorized representative shall sign the <br /> notice to comply, certifying that any violation has been corrected, and return the notice to the San Joaquin County <br /> Environmental Health Department(EHD). (e) If a person who receives a notice to comply pursuant to subdivision (a) <br /> disagrees with one or more of the alleged violations listed on the notice to comply,the person shall provide the EHD a <br /> written notice of disagreement along with the returned signed notice to comply.
