(2) For the purpose of this subdivision, "substantial change"means any change in a facility that would inhibit immediate response during an emergency by either site personnel or emergency response personnel, or that could inhibit the handler's ability to comply with Section 25507 , change the operational knowledge of the facility, or impede implementation of the business plan. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, enter the correct or updated information in the Emergency Response/Contingency Plan, and submit to the EHD for approval. This is a repeat violation (Class 2) Violation. 11 CA Health and Safety Code 25505(a)(2) 1010005-Site Map with all required content electronically submitted. OBSERVATION:The site map is incomplete. -A manhole cover labeled "Storm Drain"was seen between the diesel tank and the structure containing spill equipment to the West of the diesel tank. Richard had stated that there may be an additional storm drain to the North of the Diesel tank. -Location for spill control equipment is inaccurate. REGULATION GUIDANCE: Site map that contains north orientation, adjacent streets, access and exit points, evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map requirements the governing body of the unified program agency finds necessary. OBSERVATION:The emergency response(ER)procedures were lacking or inadequate. -Locations of emergency equipment were inaccurate. Employees stated that the tire storage room is not used and at least some of the emergency equipment was located in the office. REGULATION GUIDANCE:A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD) -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - evacuation plans and procedures, including immediate notice,for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
