Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />January 02, 2025 <br /> Facility Address: <br /> 19501 N HWY 99 , ACAMPO <br /> Facility Name: <br /> CALIFORNIA FREIGHT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />information submitted to the California Environmental Reporting System (CERS): a) A 100 percent or more <br />increase in the quantity of a previously disclosed material. b) Any handling of a previously undisclosed hazardous <br />materials c) A change of business or facility address d ) Change business ownership e) Change of <br />business name f)(1) A substantial change in the handler 's operations occurs that requires modification to any <br />portion of the business plan. (2) For the purpose of this subdivision, “substantial change” means any change in <br />a facility that would inhibit immediate response during an emergency by either site personnel or emergency response <br />personnel, or that could inhibit the handler's ability to comply with Section 25507 , change the operational <br />knowledge of the facility, or impede implementation of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information in the Emergency Response/Contingency Plan, <br />and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br />CA Health and Safety Code 25505(a)(2) 1010005 - Site Map with all required content electronically submitted. <br />OBSERVATION: The site map is incomplete. <br />-A manhole cover labeled "Storm Drain" was seen between the diesel tank and the structure containing spill <br />equipment to the West of the diesel tank . Richard had stated that there may be an additional storm drain to the North <br />of the Diesel tank. <br />-Location for spill control equipment is inaccurate. <br />REGULATION GUIDANCE: Site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br /> 11 <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. <br />-Locations of emergency equipment were inaccurate. Employees stated that the tire storage room is not used and at <br />least some of the emergency equipment was located in the office . <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release <br />or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of <br />local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a <br />release or threatened release to minimize any potential harm or damage to persons, property, or the environment - <br />evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> 12 <br />FA0010217 PR0512505 SC001 01/02/2025 <br />EHD Rev. 12/06/2021 CP22 - HMBP OIRPage 3 of 5 <br />1868 E.
