OBSERVATION:The monitoring plan is not current and/or not approved by the EHD. The monitoring plan incorrectly lists: -The Tank Monitoring section for the 91 tank lists the Leak Sensor Model#as a 420 sensor.The 91/E-85 split tank have a 430 annular sensor. -The Pipe Monitoring section for all 3 tanks list the Panel Model#as a EMC. The panel model number is TLS-350 Plus REGULATION GUIDANCE:The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation (Class 2) Violation. 7 CA Code of Regulations 2715(a)(1)(B), 2715(a)(3)2010003-Owner/Operator submitted DO form and/or informed the CUPA of any change(s)within 30 days(TCR 10). OBSERVATION:A new designated operator, David Winkler, began conducting inspections on 7/10/2024 and notification was not provided to the EHD within 30 days of the change. REGULATION GUIDANCE:The owner or operator shall submit a"Designated Underground Storage Tank Operator Identification Form" no later than 30 days after any change in the designated UST operator(s). CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility. OBSERVATION:The annual monitoring system certification for the float and chains were last performed on 3/16/2022 and were due by March 2023. Testing has not been completed and is 24 months past due.
