STOCKTON April 01. 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; <br /> (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all <br /> readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of <br /> inventory readings and reconciliations. <br /> CORRECTIVE ACTION:Technician on site was able to obtain copies of all missing test reports to be maintained on <br /> site. <br /> This was corrected on site. <br /> This is a repeat violation(Class 2) Violation. <br /> 67 CA Code of Regulations 2712(i)2030078-Owner/Operator retained a paper or electronic copy of the permit to operate <br /> at the facility. <br /> OBSERVATION:A current copy of the UST operating permit was not found on site. The most recent permit on site <br /> was dated 2023. <br /> REGULATION GUIDANCE:A copy of the UST operating permit and all attachments and conditions shall be retained at <br /> the facility. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the 2024 permit and retain it on site. <br /> This is a repeat violation (Class 2) Violation. <br /> 68 CA Code of Regulations 2712(i), 2634(e)2030046-A current UST Response Plan has been submitted. <br /> OBSERVATION:An approved copy of the current response plan was not available for inspection. The response plan <br /> observed on site from 2021 lists Satwinder Singh as the District Manager. <br /> REGULATION GUIDANCE:A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a repeat violation(Class 2) Violation. <br /> 71 CA Code of Regulations 2651; HSC 25294 2030061 -Any unauthorized release from the primary containment <br /> recorded. <br /> OBSERVATION:The work order dated 6/6/2024 states that gas was found in the sump as a result of a broken siphon <br /> line on top of the leak detector in the 87 STP sump.All required information regarding this release from the primary <br /> containment was not recorded. <br /> REGULATION GUIDANCE:Any release from the primary containment that does not escape the secondary <br /> containment,does not increase the hazard of fire or explosion,does not cause any deterioration of secondary <br /> containment, and was cleaned up within eight hours of being detected or when it should reasonably have been <br /> detected,shall be recorded with the following information: <br /> 1. Operator's name and phone number <br /> 2. List of types, quantities, and concentrations of hazardous substances released <br /> 3.
