SAN.J0AQUIN AMENDED -2 Environmental Health Department <br />COUNTY 5/30/2025 <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Phone: <br />Date: <br />Reqional Transportation Center <br />1(209) 467-1111 <br />September 23, 2024 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />47 <br />CA Health and Safety Code 25290.1(c3), 25290.2(c3) 2030008 - Secondary containment installed after July 1, 2003 is <br />free of water <br />OBSERVATION: Water was found in the diesel UDC in dispenser 5. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system <br />by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br />waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to <br />address the water intrusion into the diesel UDC dispenser 5 sump under permit and inspection of the EHD, if needed. <br />This is a (Class 2) Violation. <br />49 <br />CA Health and Safety Code 25290.1, 25290.2, 25291 2030047 - Secondary containment maintained tight and has been <br />confirmed by testing <br />OBSERVATION: Brine was found in the GT -1 87 STP sump and DT -2 Diesel STP sump indicating a leak in the <br />secondary containment. <br />REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br />contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br />released from the primary containment. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to make repairs to the <br />UST system under permit and inspection of the EHD. <br />This is a Repeat (Class 2) Violation. <br />56 <br />CA Code of Regulations 2716(a -e) 2030013 - DO inspections completed at least every 30 days and meet all <br />requirements (TCR 12) <br />OBSERVATION: Designated operator reports were not signed within the required time frame. The following DO reports <br />were not signed by the owner/operator: <br />-11/7/2023 <br />- 12/5/2023 (a statement was written in section 5 but was not signed by owner/operator) <br />-2/9/2024 <br />-3/8/2024 <br />REGULATORY GUIDANCE: Within 48 hours of the completion of the designated UST operator visual inspection, the <br />designated operator shall sign and provide the owner or operator with a copy of the inspection report.
