A N J OAQ U I Environmental Health Department <br /> COUNT <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HARNEY LANE AM PM 255 E Harney LN, Lodi June 20 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> vapor phase of the hazardous substance stored in the primary containment into the secondary containment and to <br /> detect water intrusion into the secondary containment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. <br /> This is a repeat violation (Class 2) Violation. <br /> 47 CA Health and Safety Code 25290.1(c3), 25290.2(c3)2030008-Secondary containment installed after July 1, 2003 is <br /> free of water. <br /> OBSERVATION: Liquid was found in the vent sump, 87-STP sump, diesel STP sump, 87-fill sump, diesel fill sump, <br /> and UDC 1/2, 3/4, 13/14, and 15/16. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br /> waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor <br /> to address the water intrusion into these sumps under permit and inspection of the EHD, if needed. <br /> This is a repeat violation (Class 2) Violation. <br /> 49 CA Health and Safety Code 25290.1, 25290.2, 25291 2030047-Secondary containment maintained tight and has <br /> been confirmed by testing. <br /> OBSERVATION: Rubber seal was found to be missing on the lid of the 91-fill sump and ripped on the lid of the diesel <br /> fill sump. <br /> REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br /> contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br /> released from the primary containment. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to make repairs to <br /> the UST system under permit and inspection of the EHD. <br /> This is a repeat violation (Class 2) Violation. <br /> 51 CA Health and Safety Code 25292.1(a)2030035- UST system is operated to prevent unauthorized release, including <br /> spills and overfills. <br /> OBSERVATION:Alarms were not responded to in a timely fashion.The L2 87-fill sump sensor went into fuel alarm on <br /> 3/28/24 and was in alarm for 81 days.This alarm was noted on more than one designated operator inspection report. <br /> According to a work order on site,water was removed from the 87-fill sump on 6/17/24, clearing the alarm. <br /> REGULATION GUIDANCE:The underground storage tank system shall be operated to prevent unauthorized releases, <br /> including spills and overfills. <br /> CORRECTIVE ACTION: Ensure all future alarms and potential releases are responded to immediately as needed to <br /> FA0021617 PR0537549 SCO01 06/20/2024 <br /> EHD Rev.12/06/2021 Page 7 of 10 CP22-UST FULL OIR <br /> 1868 E.
