A dOAQU1N Environmental Health Department <br /> CQLJIVTY AMENDED <br /> 6/11/2025 <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: FFacility Address: Date: <br /> HARNEY LANE AM PM 5 E Harney LN, Lodi June 05 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is (Minor)Violation. <br /> 25 CA Code of Regulations 2631(g), 2632(c)(2)2030016- Annular space of USTs are continuously monitored with an <br /> audible and visual alarm system (TCR 9d). <br /> OBSERVATION:The 87 and 91/diesel split tank annular sensor failed to activate an audible and visual alarm when <br /> tested and, therefore, the tank is not monitored. <br /> REGULATION GUIDANCE:The interstitial space shall be monitored with a monitoring system connected to an audible <br /> and visual alarm system. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to replace the failed <br /> component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one business day <br /> from the EHD, if needed. <br /> This is (Class 2)Violation. <br /> 36 CA Health and Safety Code 25290.1(d)2060023-System has a mon system that can detect entry of haz sub <br /> liquid/vapor, or water into sec contain. <br /> OBSERVATION: Rubber seal was found to be missing on the lid of the 91-fill sump and ripped on the lid of the diesel <br /> fill sump. <br /> REGULATION GUIDANCE:The continuous monitoring system shall be maintained to detect the entry of the liquid or <br /> vapor phase of the hazardous substance stored in the primary containment into the secondary containment and to <br /> detect water intrusion into the secondary containment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. <br /> This is a repeat violation (Class 2) Violation. <br /> 47 CA Health and Safety Code 25290.1(c3), 25290.2(c3)2030008-Secondary containment installed after July 1, 2003 is <br /> free of water. <br /> OBSERVATION: Liquid was found in the vent sump, 87 STP sump, 91 STP, diesel STP sump, 87 fill sump, and UDC <br /> 13/14, and 15/16. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br /> waste regulations, and manage accordingly.
