S A N J O A Q U I N Environmental Health Department <br /> CP22 - RCRA LQG Inspection Report <br /> Facility Name: Facility Address: Date: <br /> APPLIED AEROSPACE STRUCTURES CORP 3437 S AIRPORT WAY, STOCKTON February 18. 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> REGULATION GUIDANCE: New employees shall be trained within 180 days of hire and annually thereafter as <br /> specified in Title 22 California Code of Regulations section 66265.16. The owner or operator shall maintain training <br /> records on current personnel until closure of the facility and training records on former employees for at least three <br /> years from the date the employee last worked at the facility. <br /> CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance within the <br /> time frames and training materials required by this section. Provide training documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days.The documentation must include a list of training topics,date <br /> of training,job title, name of employee,written job description(qualifications and duties), and employee signed(or <br /> certified) record that documents the training. <br /> This is a repeat violation (Class 2) Violation. <br /> 8 CA Code of Regulations 66262.42 3110004-Completed all Uniform Hazardous Waste Manifest exception reporting <br /> requirements. <br /> OBSERVATION: Destination facility signed copies of uniform Hazardous Waste Manifest (UHWM)was not found on <br /> site during the inspection. The facility has not sent an exception report to the California Department of Toxic <br /> Substances Control(DTSC)for the destination facility signed UHWM not received within 35 days of shipping the <br /> hazardous waste off site. The missing destination signed UHWM is: <br /> -024410606JJK(8/21/2023) <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.42 Exception Reporting <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br /> Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found <br /> then prepare an exception report for each missing manifest as required by Title 22 California Code of Regulations <br /> section 66262.42. The exception report shall include a legible copy of the manifest for which the generator does not <br /> have confirmation of delivery and a cover letter signed by the generator or the generator's authorized representative <br /> explaining the efforts taken to locate the hazardous waste and the results of those efforts. DTSC address is DTSC <br /> Report Repository, Generator Information Services Section, PO Box 806, Sacramento, CA 95812-0806. Send a copy <br /> of the exception report to DTSC and the EHD. <br /> This is(Class 2)Violation. <br /> 9 CA Code of Regulations 66262.40(a) 3110005-Signed copy of Uniform Hazardous Waste Manifest kept for 3 years. <br /> OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifest (UHWM)was not <br /> found on-site. The missing manifests is: <br /> -024410606JJK(8/21/2023) <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste.This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter.
