A) Operator shall notify the LEA within 24 hours of all incidents requiring <br />implementation of emergency procedures. <br />B) The facility shall not conduct any type of compost handling operation without <br />obtaining a permit revision first. <br />14 CCR 17408.1 - Litter Control <br />Continuation of Area of Concern <br />Litter was observed in the area where transfer trucks close their tarp after being loaded <br />for transfer. Litter was also observed accumulating in the northeastern corner of the <br />property. <br /> <br />A) Maintain litter on the property to a minimum. <br />Inspection Report Comments <br />A routine monthly inspection was conducted on 10/24/25, and the following was noted: <br />Notes: <br />1. All records were reviewed on site during the inspection. Records indicate that the facility is <br />operating within compliance. Q3 SB1383 sampling measurements were received on <br />10/30/2025. <br />3. No dust was noted during the inspection and the misters were turned off. <br />4. Light fly population was noted on the property. <br />5. Site security on the property was in good condition. <br />6. Vegetation on the property was low. Continue to maintain the vegetation on the property to <br />a minimum. <br />7. Odor in the parking lot of the facility was not noticeable. Odor at the MRF and Transfer <br />Station was light. <br />8. A fire that occurred on September 30, 2025 was reported to the LEA by Luis Romero on <br />October 1, 2025.
