The following <br /> records were not observed: <br /> - Monitoring System Certification test results for 2022, 2023, and 2024. <br /> - Overfill Prevention Equipment test results performed on 2/20/2025 <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: <br /> (1) date and time of all monitoring or sampling; <br /> (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; <br /> (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results <br /> of inventory readings and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. <br /> This is a (Minor)Violation. <br /> 67 CA Code of Regulations 2712(i) 2030078 - Owner/Operator retained a paper or electronic copy of the permit to operate <br /> at the facility <br /> OBSERVATION: A copy of the UST operating permit was not found on site. <br /> REGULATION GUIDANCE: A copy of the UST operating permit and all attachments and conditions shall be retained at <br /> the facility. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the permit and retain it on site. <br /> This is a (Minor)Violation. <br /> 68 CA Code of Regulations 2712(i), 2634(e) 2030046 -A current UST Response Plan has been submitted <br /> OBSERVATION: An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE: A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a (Minor)Violation. <br /> 69 CA Code of Regulations 2712(i) 2030033 -A current UST monitoring plan has been submitted and is readily accessible <br /> at the facility <br /> OBSERVATION: An approved copy of the monitoring plans were not available for inspection. <br /> REGULATION GUIDANCE: A copy of these plans shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a (Minor)Violation. <br /> 70 CA Code of Regulations 2620(b); HSC 25284(a)(3) 2030037 - Facility has a current written owner/operator agreement <br /> OBSERVATION: The annual operating permit is not issued to the current operator and there is no written agreement <br /> between the person who was issued the permit and the operator to monitor the UST system. <br /> REGULATION GUIDANCE: If a permit is issued to a person other than the operator of the tank, that person shall enter <br /> into a written agreement with the operator of the tank to monitor the UST system. <br /> CORRECTIVE ACTION: Immediately upload the written agreement to the California Environmental Reporting System <br /> (CERS) and submit for review by the EHD. <br /> This is a (Minor)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 8 of 9 FA0024750 PRO543574 4525860 8/26/2025 <br /> 1868 E.
