OBSERVATION:The monitoring plan is not current. During the time of inspection, inside the dispenser 3/4, 5/6, and 7/8 a 322 discriminating sensor was observed. Inside the dispenser 1/2 a 208 sensor was observed.The monitoring plan does not reflect both type of sensors observed on site. REGULATION GUIDANCE:The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation (Class 2) Violation. 5 CA Code of Regulations 2632(d),2641(h)2030041 -A current facility plot plan is maintained and has been submitted. OBSERVATION:An accurate UST Monitoring Site Plan was not submitted. The site map includes a 10,000 supreme/91 fuel. However during the time of inspection, diesel#2 was observed.The facility site plan does not include the following:the monitoring panels, devices monitoring tank annular space, devices monitoring product piping, devices monitoring vent piping, devices monitoring vapor recovery piping, devices monitoring under-dispensing containment, line leak detectors and devices monitoring any other secondary containment areas. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1) monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan.
