A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> fast and easy mart#103 8660 LOWER SACRAMENTO RD, STOCKTON May 22 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> OBSERVATION:Annual monitoring system certification and leak detector testing were previously performed on May <br /> 2023 and was completed on June 2024 ,one months past due. <br /> REGULATION GUIDANCE:These tests are required once every 12 months. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. <br /> This is a repeat violation (Class 2) Violation. <br /> 25 CA Code of Regulations 2631(g),2632(c)(2)2030016- Annular space of USTs are continuously monitored with an <br /> audible and visual alarm system (TCR 9d). <br /> OBSERVATION: During testing,the diesel annular sensor failed to activate both audible and visual alarms, indicating <br /> that the tank is not currently being monitored.At the time of inspection,the annular sensor was found to be saturated <br /> with liquid.According to the technician, the liquid appears to be water. A review of the alarm history showed no <br /> indication that an alarm had been triggered. The technician reported that he manually activated the annular sensor via <br /> the monitor panel.As he is unable to remove the liquid from the annular space,the sensor will remain activated for <br /> ongoing monitoring. <br /> REGULATION GUIDANCE: The interstitial space shall be monitored with a monitoring system connected to an audible <br /> and visual alarm system. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to replace the failed <br /> component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one business day <br /> from the EHD, if needed. <br /> This is (Class 2)Violation. <br /> 50 CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020-Spill buckets meet requirements, have been tested as <br /> required, and records kept for 36 mths(TCR 9a). <br /> OBSERVATION:The diesel direct-bury spill container failed when tested. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is repaired <br /> or replaced by a properly licensed,trained, and certified contractor under permit and inspection of the EHD.
