Underground Storage Tank Program Inspection Report <br />Date: <br />December 16, 2025 <br />Facility Address: <br />4627 DA VINCI DR, STOCKTON7-ELEVEN INC #20632 <br />Facility Name: <br />Environmental Health Department <br />49 HSC 25290.1, 25290.2, 25291 2030047 - Secondary containment maintained tight and has been confirmed by testing <br />OBSERVATION: Rubber seals were found to be torn, cracked, and sections were missing from the lids of the 91 and <br />diesel STP sumps. <br />REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br />contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br />released from the primary containment. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to make repairs to the <br />UST system under permit and inspection of the EHD. <br />--------- <br />OBSERVATION: liquid was found in the Regular and Premium fill sump indicating a leak in the secondary containment. <br /> <br />REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br />contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br />released from the primary containment. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to make repairs to the <br />UST system under permit and inspection of the EHD. <br />This is a Repeat (Class 2) Violation. <br />59 CCR 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) <br />OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. The repair <br />monitoring certificate test results for the S7 vac sensor replaced on 7/18/2024 were not on site. <br />REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br />include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br />(3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br />of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br />and reconciliations. <br />CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br />three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br />This is a Repeat (Class 2) Violation. <br />72 CCR 2712 2030039 - Compliance with all operating permit requirements <br />OBSERVATION: According to the work order dated 9/4/24 on site, the S2 "Rul Sumps Vac" sensor was replaced on <br />8/15/24 and a permit was not obtained from the EHD. <br />REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br />performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br />within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br />to beginning work. <br />CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the S2 "Rul Sumps Vac". A Failure to Obtain a <br />Permit penalty applies. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
